| The First Command of the Capital (PCC) was founded on the 31st of August 1993 in the House of Detention and Treatment of Taubaté, called Piranhão, in the Valley of Paraíba. Until today, Até hoje, the founders maintain that the criminal organization was created to struggle against opression and bad treatment in the prison system, such as the massacre of 111 men in the old House of Detention at Carandiru, on the 2nd of October 1992. |
| Eight prisoners participated in this foundation. But only two, José Márcio Felício, nicknamed Geleião, and César Augusto Roriz Silva, called Cesinha, are alive. Both were excluded from the group and sworn (?) to death after an internal power struggle in October of 2002. |
| The PCC, also called the Party of Crime by the founders stayed in the shadows for five years. In this period government authorities and the prison system insisted that such a group did not exist. |
| The Party of Crime has a statute, with 16 articles, written by one of the founders, Mizael Aparecido da Silva, called Miza, who was killed in February of 2002 in Pentientiary 2 of President Venceslau [Jail]. The document has a strong political and ideological thesis and calls for a coalition with the frightening Red Command, the CV, a criminal group from Rio [de Janeiro]. |
| The statute written by Miza preaches (?) ransom notes, more structured contributions from the founders, and social and legal assistance such as payment of lawyers for indigent inmates. In this way, the ideals of the PCC were disseminated through the Sao Paulo prison system. Today the group controls 95% of the jails of the state, where 140,000 men are held. |
| The leaders of the PCC served sentences in [the states of] Mato Grosso do Sul, Bahia, Rio, Paraná, Minas Gerais, Santa Catarina e Rio Grande do Sul. The seeds of the criminal group were planted in these states. |
| Since the internal war, Marcos Willians Herbas Camacho, nicknamed Marcola, became the number one of the organization. Since February of 2001, when the founders realized the first rebellion in a series of 25 jails and four public cells (?), the cellular telephone has been the principal weapon of the group. With the power of cell phones, the inmates have conferences and quickly articlate their plans (?), such as the largest simultaneous rebellions in the country. An old promise of the PCC was to become a terrorist organization. This promise is being accomplished. |
